How to show "Log Message" input box to authenticated user?

Hi,

I want Node Revisions to be created by some authenticated users in the site.

But the "Log Message" input box and "Publishing options" are appearing only at the Admin login.

There is no option in Access Control also.

How node revisions can be created by authenticated users?
