Possible to disable automatic approval/disapproval of repeat uploads?

I am wondering if it's possible to disable the automatic approvals/disapprovals that happen when someone uploads the same exact avatar that had previously been uploaded. The reason is that I want to enable certain users to have exclusive use of a certain image for their avatar, but I've discovered that if someone saves that avatar to their desktop and uploads it as their own, they are automatically approved to use that avatar.

Changing to support request because I need to find another solution of some kind if this isn't possible. Thanks.

That sounds like a great idea, and it should be rather simple to implement. I've been seriously neglecting this module latley, I'll try to find some time to add this, and finish up the d6 upgrade.
