I've tested on Drupal.org, when I've creating issue (Chrome browser), I've got page error (link is broken).
When I'm resubmitting it, the comment is sometimes empty without attachment (if there is any), and sometimes with attachment with only part of the comment that I've put.
I know that's hard to find out what's wrong when it happen very rarely, but maybe there is already some issue similar to that one.

Is this still a problem? If so, could you please provide more details, including the exact text of any errors and a step by step list of how to reproduce this, including the relevant URLs. If this isn't a problem then please mark this as closed.

Probably duplicate with #379470: Change in the issue description is discarded after clicking on the attach button from the sound of it.
