SWF Tools playing flv but not swf

I have tried with out-of-the-box SWF Tools and after installing swfobject2. It generates what appears to be the correct code in each instance. I have an swf file and the flv in the same directory. The path inside the swf file is to that directory (fully qualified). When I put I get nothing. I get the code embedded in the page, but nothing shows where the video should be. If I change .swf to .flv, I get the video, but of course without the skin. The video is set to run on Flash 9 and Actionscript 2. The SWF Tools are set for Flash 9. If I just execute the swf file manually, it plays fine.
