The first module would be an extension of the Taxonomy Access to allow access to private forums to be tied to an expiration date. To do this I would use a table that tied a Drupal user to a customer id number that we use in our current CMS. We would write the software in house what would update the table on the website with current expiration dates and run that in cron. The Drupal module or modules would have to check if a user has requested access to the private forums and if so allow an administrator to look them up and enter their customer number.
So one function would be to look for users that have checked request access to the private sections but do not have a customer number associated with them and allow an admin to associate that number.
The next function would be to remove access from the private forums if the current date is greater then the expiration date. I figure that would be tied to the taxonomy access module and it would just change the role based on the date. The end user can not change the expiration date or customer number. It would be nice if they could view it.

The other module I would like to see is a Directory Module. This would allow for people to have a directory of listing of their business, school, or organization. I would really like to see it integrated with Google maps to make it searchable by location.

The user would have an option to post a listing and then to update it later. This would be different than the user directory listing based on the profile.

And a custom theme.

There are some more modules but we will eventual have a full time in house Drupal expert I hope. I just hope it doesn't end up being me. I have enough other work to do.

Before you hire anybody, have a clear picture of your requirements (or accept that it is going to cost a lot mroe than it needed if you expect the devloper to define your requirements).

For the initial contacts here, you should lay out a bit of the scope of the work - i.e. what sort of modules are you after?
