Is there a way to set all users up with a default portfolio? It would be nice to have this as an admin setting of some sort.

It is possible but not that easy.
For example, we need to have a hook that when a user signs up, we create a default portfolio for them using a number of preset symbols.
If you want it for a commercial site, I can find time in a week or two to do it on a contract basis.
