I hate to brign up a trivial bit but the fieldset for locations is appearing below the subnit buttons on this page. The attached patch applies a weight of 0 which remedies the problem. I always thought that 0 was the default weight anyway but go figure. :). Please forgive the brazen RTBC if the 1 liner doesnt work for you.

It didn't work for me... Even when setting the weight to 100.

Actually, is the user settings page really the best place to put that stuff in the first place?
