Checking the 'Reduce strings to letters and numbers from ASCII-96' option seems to prevent the 'Strings to Remove' from being removed. Mutually exclusive features by design?

Nope. The reduce string to ASCII is run before strings to remove. So if you have the former option enabled, you have to make sure your 'strings to remove' do not contain special characters since they wouldn't match.
