Move text-specific annotation to annotate_text

I checked in a stub version of annotate_image so we can make sure our namespaces such are consistent.

The annotation module will be mostly-emptied out, but it needs to exist for dependencies.

No migration and such is needed, uninstall and reinstall is fine.
