The timer plugin is released under BSD license. Legally there might be nothing wrong with re-releasing it under GPL (as cvs.drupal.org would require) but as a courtesy I'd prefer to get the author's permission to do this. Or better yet, the author himself would agree to re-release it under a dual license including GPL.
