How to pass multiple taxonomy terms to panel pages

I have created a panel page with the URL taxomomy/term/%. This works fine if I pass a single term e.g. /taxonomy/term/1. However I want to be able to use multiple terms e.g. /taxonomy/term/1,2. In this case the panel page does not show and instead the default page is shown. Is there a way to control this with the URL setting in the panel page or some other way.
