changing primary/secondary links regions

im trying out http://drupal.org/project/mulpo theme.
Currently there is a section at the top of the page above the site name, etc, where secondary links go.
But I would like to put blocks here.

So how would I make it so I can put blocks in this region instead of secondary links.
