I create a new field of type text with widget select list. After final saving (even saving whole content type) and then coming back to configure field, no default value choices are offered.

To make that crystal clear, say I list three allowed values, none of these are offered as default value after going to configure the field, even after repeated saving of the field and of the whole content type.

After an extended period of time (at least 15 minutes), the default value choices are given from the list of allowed values. The problem is when first creating the field (even after saving repeated times (field and content type) and evn after flushing caches).

Can anyone repeat this anomaly?

Cannot reproduce myself. No clear idea as to what might cause this either... :-(
