comment-form anchor has disappeared?

Has the #comment-form anchor disappeared? Is this by design? Should I add it back in in my theme or try to come up with a patch to add it back in? I have a button at the top of the page which used to jump down to that anchor for those that wanted to add a comment to a forum topic, so I do miss it being there.
