Limit select terms and css

Hi,
This might be out of scope for TSS, but ..
1. How I can limit the user to be able select terms to say, only 3? Is there another module that will give that capability that plays nice with TSS?
2. I've tried adding the following to TSS.css
.my_checkboxes .form-item label.option {
float: left;
width: 20%;
}
.my_checkboxes .form-item .description {
clear: both;
}but still same output. As there are so many terms, it looks a little confusing, is there a way I can correct this please?
