FCKEditor doesn't appear on Forum comment

I have Forum 6.9 with og_forums 6.x-1.3. Using in OG 56.x-1-1 environment.

FCKEditor has been working fabulously. I recently installed forums, then og_forums. I now note that when attempting to enter a comment to a forum topic, neither the FCKEditor nor the "Input format" fieldset appear. Only empty text boxes. See attached image.

I uninstalled og_forums just to see if the same problem would occur, and it does.

If I click on "Add comment" then "Preview", the FCKEditor loads on the comment field and the Input format fieldset appears as usual.

The only content type I am having this problem with is "Forum topic", and it appears that it only ocurs when attempting to add a comment to a forum topic. It also appears to be intermittent in that I was able to create another forum topic, then add a comment and everything worked as expected.

Just looking for some clues as to what the problem might be. Thanks.
