Thanks for this module, it's very necessary to my site which I have updated from Drupal 5 to Drupal 6 and at present I test it.

It would be useful to add feature to establish the permissions to manage suggestions for different roles.
It would be even better to give the possibility to manage suggestions in different vocabularies for different roles.

I was just looking at this module if I can allow with it the suggestion of free tags by anonymous users. I guess your question covers this as well :)
