I have been experiencing problems with sending Word docs as file attachments using the Mass Contact module. I even tried setting up test users, with test roles and creating test categories for the email...sending a test Mass email, and receiving the email and attachment just fine. Problem is when I send it out the email to the entire community (250 or so), many users are not getting the attachment. I have no way of knowing at what point the server decided to not attach the file. Is there a suggested hosting provider or is there a bug fix for this? Any help would be great here.

Seems we have the same problem. From my limited tests, attachments are not received by users running Outlook, but work with (at least) Mac Mail and Evolution. It seems Outlook cannot handle they way attachments are included, and might display the attachment as junk in the message itself or simply ignore it.

Potential duplicate of #473838: Fixed mailing issues with multipart/mixed (i.e. HTML e-mails with attachments) which also has a patch that solved this for me. Give it a bash!
