User 0 should be able to decide if he wants or not to disable the language option,
right now it is disabled as all other roles.

In drupal user 0 should never disabled !

There should be a role option for disabling the user language

I guess you mean the user with ID equal to 1, as the user with ID equal to 0 is the anonymous user.
