While reviewing issue 369002 my comment #1 noted a case of the use of an unnamed numerical
constant and an issue of an uninitialized variable.
Webchick suggested that maybe I should make an issue
of this and see what the community thinking is.
If one or both need code changes I could make the
patch.

It turns out that minimum_word_size is now on the admin form for search settings. You don't see a variable set because it's done automatically by the form submit.

So this issue report is incorrect.
