If I build a Drupal site and get RSS news feed as node, feed from online newspapers. Will that violate copyright law? A look at topix.net that pull all news feed into their site, in summary and link back to original articles source. Any protection rules for us as a webmasters to do such work?

Yes, it's covered by copyright law. Any creative work is automatically covered. Whether and how you can use it is a question properly asked of an intellectual-property attorney, but you could certainly google "fair use doctrine" to get a start.
