There does not appear to be any access control for this module.

I would like to be able to restrict the use of the weight module by role in addition to by node type.

I've committed an update that adds an access control permission for 'assign node weight'. Users with either this permission or 'administer nodes' will be able to adjust node weights. There's also an expanded help section now.
