Add info on taxonomy pages

How do I add information to the top of the taxonomy pages; just above the first listed teaser/excerpt article?

Help Edit module will do what you want
You can use the Help Edit module to do that.
Use
the taxonomy_context module or the taxonomy_assoc module (I haven't tried that one myself).
