Detect if users browser has translation functionality.

This is a long-shot, as I don't think it's possible to do...

Background

I'm in a country where IE has about 98% penetration rate. I've used the internet from a number of different computers and at least 50% of them already have a 'roll over this word to read a translation' facility that obscures the ClueTip rollover for glossary terms.

Is it possible to detect if a user has translation functionality already built into their browser and to disable the glossary functionality if this is so?
