If i add this into a page, story or anywhere in the site i cannot get the <--! BLOCKQUOTE --> tags to work within this theme that i've built the site around! I've tried wysiwyg modules but it adds too much un-needed code!

Is there something that needs to be changed in the style.css for the theme?

Yes you are correct adding things to style.css should work. It depends on what you want but adding something like 

blockquote { text-indent: 100px}

works just fine.
