The navigation menu description is poor.

Description
The description of the navigation menu item is very bad. Typically users assume it's only for administrators and skip right over the word "often" which lets them know it is possible to put non-administrative items in this menu. We need to re-work the description.

This is my first ever attempt at a patch to core. Please let me know if I should be doing anything differently.

The last submitted patch failed testing.

The description was recently changed by #273137: Split Navigation to User and Administration menu as part of a wider change, hence this patch not applying. Might still need some tweaks though so leaving this open.

It looks like this issue appears to be fixed in the recent changes to head, possibly by the other issue mentioned above. Marking this as fixed.
