I agree that the documentation I've seen so far belongs in the "Beyond the Basics" section - it's not trivial to improve the accessibility of a Drupal site today so it shouldn't be expected to be read up front.
I'd wait on moving ages around in the beyond the basic section for a bit because of this active bug with the d.o site and the Beyond the Basic book: http://drupal.org/node/376790
The BtB issues have been resolved so it could be moved now. Having said that, the current IA is being reworked so perhaps it should stay where it is for the moment. The whole idea of GS and BtB handbooks will hopefully be discarded.
I believe this issue has been superceded by #462532 (adding accessibility to the theming guide) although some aspects of accessibility could also go in other places.
