comment start and end

Hi,

The comment stop and start functionality is a little confusing.

If comments are not allowed, it says 'read only', but still had a tab for 'add new comment'.

Sure enough, you can still add comments.

However, when the node stop time is reached..a student gets 'access denied' (which is good).

Also, exactly where do I change the time settings to American?
