No Actions Seen

I installed the module as advised.

When I open admin/actions I see the intro text, but there is nothing to be configred, and no tabs.

It seems strange, like there should be something listed to test. Perhaps there is a conflict somewhere, with another module, that I am not aware of?

Please help, I would very much like to enable a user community to build a lovely site for themselves using the workflow module to invoke some order in their lives.
