This might sound silly :)

But I want to create an extra block that ONLY features lates 'feed' or posts from one particular node category --call it News Service. I am not sure how to do it from what exists in Drupal modules...

It all depends on how much functionallity you want in the block but be most of what you describe can be accomplished using the views module or one of the feed aggregator modules.

Try one of the aggregator modules first, that sounds more like what you described you wanted.
