I am a teacher and trying to set up a site for my students to interact with. Many of the students have net access but are not able to obtain emails as their parents disallow it (with good reason). Is there a way that a reasonably adept person can make drupal just auto register a user based upon a submission....or even give the admin the option to approve a user STILL without sending an email? Either method would be acceptable.

use one of your emails
Use your account or signup for a free one at yahoo or google.
Then the email will come to you. Just filter them to a folder.
in the administer settings
dont add a system email address and it wont send confirmation emails to users.
Additionally an admin can add users under administer users without having to have an email sent. when you add the user give them an email address of d@d.d or similar
then make sure you change their password to something they want
