Taxonomy manager creates multiple hierarchies always

I first created a vocabulary with the regular taxonomy module.

I then imported a few terms using taxonomy manager.

The result is the flat hierarchy becomes a multiple hierarchy when it is not.

The same happens if I create a single hierarchy with the regular module and then add terms with taxonomy manager. No multiple parents are shown in the regular taxonomy module.
