I keep getting the message "Created new user account. No e-mail has been sent." when adding users in my new installation of Drupal (4.6.3) in a shared hosting environment using Fantastico.
Is there a mail server configuration I have to do somewhere in Drupal admin?

This is not the issue. When you add a new user from admin no mail generetad by Drupal (as you already entered a password by yourself).
Just log out and try to register as a normal user to check if emails being sent.

It is possible in Drupal
It is possible in Drupal 4.7. Now you have an option to send a notification to a user created by admin.
