I keep getting the message "Created new user account. No e-mail has been sent." when adding users in my new installation of Drupal (4.6.3) in a shared hosting environment using Fantastico.

Is there a mail server configuration I have to do somewhere in Drupal admin?

This is not the issue. When you add a new user from admin no mail generetad by Drupal (as you already entered a password by yourself).

Just log out and try to register as a normal user to check if emails being sent.

...but what if I only want the admin to create the accounts, and also send the e-mail about created account to user?

Is there a way to enable the e-mail posting when admin creates an account?

I also want an email sent to the new user when an admin creates the new account. Did anyone ever figure out if it was possible?

It is possible in Drupal 4.7. Now you have an option to send a notification to a user created by admin.
