When assigning a new default theme using install_default_theme() you still cannot assign blocks correctly as you might expect, all because the $theme_key global variable is not updated.

Patch added which assigns the variable when install_default_theme() is executed. Have tested it locally.

This works well, and especially helps #399224: Blocks not rehashed after module installation, so blocks cannot be correctly modified.
