Block region assignment on Add block page

Hi,

Kudos for doing such a great work of maintaining Drupal.

My issue/feature request is as:

When you add a new block, the page refreshes and take you back to admin/build/block page than you select region where this new block is to be placed and than you click save blocks.

If a region select field is also provided on add new block page to select desirable position of block, it would save a lot of time to users, imagine this when you need to create 40 blocks in a single go.

Also with "SAVE" button another button "SAVE AND CREATE NEW" can also be added. This is helpful especially when you need to create bulk blocks.
