Authenticated user can't use vot up/down

Description
A strange problem.
I have set the permissions "Use vote up/down" for 'anonymous user' and 'authenticated user'.
However both an authenticated user, or an anonymous user can't vote.
If I assign a role to an authenticated user, and I give that role permission to use vote up/down, the user can vote.
Strange.....

Sorry, the issue is a bit different.
I have to assign the 'view up/down votes' and the 'use vote up/down' permissions to be able to cast a vote.
