Pre-fill new bug reports

Are we able to pre-fill the issue queue requests with text? It would be ***great*** to pre-fill the description textarea with the below or equivalent text to provide the users a construct of the information we need to support them or a new form like the Mozilla form (see attached). Mozilla does the same in Bugzilla.mozilla.org and it seems to be very helpful for the users and the maintainers and would upper the reports quality - not to ask all and point them to http://drupal.org/node/73179 can only beneficial.

I think this is very important for all developers here...
