If I leave all Role Specific Visibility Settings checkboxes blank, the block will not display on any page.

Expected behavior is that leaving all checkboxes blank will cause block to display on all pages.

Is this similar to #400858: CCK Blocks appears to be incompatible with block caching? If not, this might be an issue for the block module, as we do not touch visibility settings.

I can't get consistent behavior across sites and haven't had time to go module by module to see where the differences are on sites that show this and sites that don't.

I'm closing this, as I was the only reporte, and I have a workaround that seems to function in all cases I've seen (i.e., just selecting all roles). ("closed" doesn't mean "fixed", you didn't "fix" it because I couldn't figure out what the problem really was or if it was one outside of some fussy specifics of my config; open, the issue just clogs the queue.)
