I have 2 question,
1. Can I install/make something so when people sign up, there's a box to put someones name if they "recommended" the site for them, and then I would know?

2. Can I get an email when someone applies for a position/reports abuse? Right now I have to look in the module settings

1) already answered in a previous poost = investigate the referral.module

2) investigate the flag.module, the spam.module, the abuse.module, or one of the other spam type modules.
