I just found Subscriptions module, and these seem to be serving the same purpose.

Any chance of cooperation / unification?

I'm fairly positive there is an existing issue for this. If not, the other status would be won't fix. Notifications is a fork of subscriptions and my impression is that the two will get back together when you can go sledding in Hell. LOL
