As the UI is pretty funky and non-drupalish, though very easy to use, it might be a good idea to split it off into its own ona_ui module. And not provide any other UI.

That way the core module just provides an api hook, token, nodeapi, and rules integration.

I have split off the user interface into its own og_node_approval_ui form and modified documentation in README accordingly. You can create your own user interface however you wish and not enable that module, but if you want the ease-of-use that it provides you can enable it.
