I like Fckeditor so this is info:
Fckeditor have conflict with Delegator this is sub module of Chaos tools. So simple do not enable Delegator :) But still can use Panels module :D

Please explain this issue in more detail. What are you trying to achieve? I'm assuming the issue also exists in 1.3.

The delegator module has been removed from the chaos tools suite.
