Hi,

Just filing a bug report that the Panels menu item and Panels Node Information menu item are visible in the navigation menu even when the user has no permission for any panel items or panel nodes.

Panels 2 is no longer available and is unsupported. Marking all Panels 2 issues won't fix.

Same issue with my clients. I just tell them to ignore and please don't click, lol.

changing this to active and to version 3.2 as it still appears to be broken.
if 'create panel-nodes' is not ticked the panel node link still shows up on the node/add form.

Unable to duplicate:

Went to permissions page. Removed create panel-node permission from all roles.
Logged out. Logged in as normal authenticated user.
Visit create content page. Panel does not appear in either navigation menu or node/add page.
