If I understand your question right then the answer is yes.

feedapi taxonomy compare runs after the items have been created. So if you are inheriting the terms from the feed then they will be used in the compare. Does this make sense?

so if i were to update the feed with new terms, then this module will compare and update the feeditems, NEW AND OLD, and then updating all taxonomy terms?

eg. bbc uk newsfeed has terms bbc, news

its has 30 items with those 2 terms

then i updated the feed with UK,

so now all my items should have 3 terms: bbc, news, UK ?

Ok. Now I understand your question. No, feedapi taxonomy compare runs during the feed import process on thew newly imported items. This is an interesting request. Let me think of the best way to implement and if it fits in the scope of this module.
