is it possible for this module to scan all vocabs for terms and make them all priviledged?

Looking to be used with the free tag vocabs so you cant add terms already in use in any vocab

It's not a feature at the moment.

I have the feeling that there are other modules out there which might address your specific need; adding terms is different than assigning terms.
