It seems that whenever a nodequeue is being manipulated by anonymous user, the changes are not stored. Manipulations by administrator are saved.
Is that a known issue?

I haven't tested this but I haven't heard of it before. Allowing anonymous users to manipulate a queue seems like a very uncommon situation but still something to look into. Can anyone verify this? I'll test when I can and let you know what I find.
