I am not sure if this is a bug or intended functionality, but in d.o issues it is not possible to add a new tag without filling a comment field..
I can change the status without a comment so I would expect that I can add a tag without a comment.

The behavior of project_issue in that regard changed between 5.x and 6.x (it's a regression).
