The maps for the preparedness site were setup using mapnik, we (developmentseed) have posted some instructions on how to get a mapserver like this running http://www.developmentseed.org/blog/2008/dec/10/get-over-first-hump-maki... but it's not a trivial task. ...but sadly I don't have a public WMS server I can direct you to, yet.

Stay tuned as far as the WMS services that are becoming available, but this issue is pretty much closed.
