Making the Access fieldset non collapsed on the edit page

Description
When editing a node, I can see that the Access fieldset is collapsed by default, however I would want it to be expanded by default, as I have to set some access permissions for every new node.
I looked at the Form API but I can't find the right info for defining #collapsed => FALSE for this fieldset in my template. How could I do this?
