Have checked all access settings, and switched on permissions for rotor module
which does not BTW seem to have a 'view', option, only create, delete, edit.

It definitely works fine as admin.

Am using public not private file system (so not same as #351397: Anonymous users cannot see Rotor block images with private file system).

Sorry, false alarm, was a side-effect of Book Access. When removing Rotor Item from non-access test book, so in no book, BookAccess did not update access rights for anonymous to open.

I'm not sure I follow... but good news that you have it fixed and it's not a problem with Rotor
